Materializing Security Policy and Establishing Safe Living Environment |

The government’s new strategy on public security is “more security, less damage; prevention and surveillance first.” This strategy provides fundamental solutions to the security problem, and the government will implement practices on security and fire control according to the “Municipal Vision: Well-found Equipment, Well-guarded Security and Well-protected Citizens.” The government aims to provide better equipment and technology for the police and firefighters, emphasize training and drills, provide quality services, assess the shock resistance of old buildings, plan fire-prevention zones, set up safe corridors on campus and improve self-defense ability in community in order to provide a worry-free environment for the citizens whose satisfaction with the local security and fire control can be obtained. The government will continue to strengthen and implement practices related to security in order to construct a safe living environment.

Security: |

the Keelung government will collaborate with the central government to carry out security projects and fight against multi-district crimes. The government has formulated five strategies in this regard: 1. police enforcement for better effectiveness; 2. scam prevention for increased sense of security; 3. burglary prevention and stolen goods checking for people’s property safety; 4. quality police services; 5. crime prevention promotion for closer cooperation between the police and citizens. The government will actively carry out the following practices: setting up a scam-prevention team; a scientific forensic evidence collection project; burglary, drug and scam prevention projects and the reconstruction of the second branch of the Keelung Police Headquarters and the Nanrong police station of the first branch; a safe living environment for women and safe corridors on campus; the burglary prevention adviser program. It is worth mentioning that Keelung’s crime clearance rate was 96.2% from January to April in 2007, the second highest rate nationwide. The hard work of the law enforcement deserves our applause. |

Fire control: |

for the past two years, the number of fires dropped from 155 in 2005 to 127 in 2006, with a decrease of 20%. Although the large decrease suggests that fire prevention has taken effect, we should still work harder to prevent fires since they pose a dangerous threat to people’s property and lives. Therefore, the government continues to promote the following fire-prevention work: providing better facilities in the disaster prevention education hall, volunteer tour guide training to increase public awareness of fire prevention; preserving fire prevention equipment for immediate use; Renai Section moving plan and the reconstruction of the second section of the Cidu fire department; subsiding public fire extinguishers for apartment buildings; facilitating communication for disaster relief; construction of the 119 auto-dispatch system to enhance the commanding ability; increasing the e-fire prevention function to provide modern disaster relief; and providing better care and efficiency to safeguard the citizens.

Building Environmental and Eco-Friendly City for Sustainable Development |

Global warming, environmental pollution and the depletion of resources have become unavoidable issues in the pursuit of sustainable development. These issues will also have to be considered in terms of future policy planning.In the “Municipal Vision: Environmental Sanitation”, the government proposes the ideas of upholding environmental protection and improving health, in order to treat and control pollution sources through the establishment of a sustainable environmental protection system, so that the sky can remain blue and rivers can remain clear. Specific practices will include strictly monitoring pollution sources, encouraging trash reduction, establishing a sewage treatment plant, beautifying the city environment, controlling Keelung Harbor pollution, reinforcing inspection to eradicate contagious diseases, building up community health and encouraging family health checkups. Furthermore, after efficiency and cost evaluations, it is planned to propel a solar street lamp project which corresponds to the aims of pursuing sustainable resources and saving energy in this era. The Keelung government achieved fruitful results in the promotion of environmental and eco-protection. With regard to trash amount, comparing the trash amounts in 2005 and 2006 shows that the amount in 2006 decreased by 3658.29 tons, and the recycling ratio increased from 25.3% in 2005 to 35.6% in 2006.
Based on our past successful experience in environmental protection, the government will focus on the following projects to construct Keelung as an environmental and eco-friendly city: continuing with the “Two Bags, One Bucket” policy for trash reduction and recycling; promoting the construction of the sewage treatment plant and drainage, and drawing up the “Closure Work of Tianliao River and Syuchuan River Project” to purify local rivers and drainage; pushing forward the “Transformation Plan of Tianwaitian Waste Burial Site” including a four-season flower garden, a sunflower garden, a prairie and a children’s zoo, and the “Air Purification Project” to improve environmental and eco-quality; promoting the BOO project of the second burial site and the outsourcing of the Tianwaitian incinerator for proper trash treatment; advancing the recycling project of large waste items and reconstruction of public toilets; environmental education; prevention and treatment of pollution sources. In the meantime, we will educate the citizens how to protect the environment and organize all kinds of eco-activities such as fry releasing and tree planting.
Moreover, with regard to health protection, the government will focus on the following specific projects to construct Keelung as a healthy city: the emergency medical care program, healthy community program, family health checkups, a long-term care community resource system, non-smoking restaurants and streets, BMI values of 18-24 for adults and an e-health museum. Besides, the sixth annual family health checkup presentation proudly invited scholars from Canada and other countries, local experts, the Bureau of Health Promotion and people wishing to attend to share and exchange their experiences. |

Constructing Public Facility to Create Beautiful Hometowns |

With the trend of globalization, reserving local characteristics and values is critical to local development. The government’s new strategy aims to construct beautiful hometowns for different districts because every district is unique.
