6. Protecting women, children, the elderly and the weak, and Implementing Quality Social Welfare
It is the government’s unshirkable responsibility to make people live in peace and enjoy their work, pro
5vide proper care for disadvantaged groups and maintain a healthy living environment. The government aims to create a justice and caring society and fulfill its responsibility to take care of and bring happiness to each citizen. In order to achieve these goals, besides the existing welfare practices, the government also proposes the following:
(1)
For disadvantaged groups: the government provides free health checkups, subsidizes caretaking in the hospital, provides day care, caretaking for seriously disabled individuals, job training, shelter factories, individual services and consolation money on three major holidays, and subsidizes housing rental; provides training for aboriginals to increase their competitiveness and emergency assistance; provides professional training and forces the recruitment of disadvantaged people for a secure professional career.

For women and children: the government plans to provide free health checkups for women and emergency assistance for women with special situations; establish woman academies to enrich their lives; advance the functions of the Women and Children Affairs Building to care for new immigrants and their children; strengthen the protection of women and children, lengthen the opening hours and ensure the safe management of day-care centers, and issue baby vouchers; increase job opportunities and ensure professional protection for women.

For young people: the government plans to set up all kinds of leisure and recreation facilities, extend the opening hours of libraries and establish street-dance squares for regular performances; construct a wireless internet platform for the living community of Taipei City, Taipei County and Keelung, and increase job opportunities.
(4)
For the elderly: the government executes the allowance, denture and glasses project: offering NT$2000 of consolation money on three major holidays and applying for funds for the denture and glasses project.
I believe that after the government draws on collective wisdom, forms projects, broadens sources of income and reduces expenditure, and redistributes resources, these welfare policies and ideals will be put into practice. In addition to bringing up visions of welfare programs, the government provided welfare services and constructed an overall social welfare network. In the future, we will continue with this direction and promote the following welfare projects: free health checkups for women over age 40, home care services for people with disabilities and senior citizens, rental subsidies for the medium & low-income disabled, all-round services for the deaf and mute citizens, free dentures for low-income senior citizens over age 65 and residents in Ren-ai Senior Citizens’ Home, care points for senior citizens in the community and recreational buses for the elderly; foreign spouse family centers, single mother care services, and sexual assault and domestic violence prevention centers; education and job training for laborers, improving labor skills and decreasing the unemployment rate. Besides, I believe the government staff will continue to execute other existing welfare programs wholeheartedly.
7. Building up Local Characteristics and Developing Keelung’s Tourism Resources
People from other districts tend to see Keelung as a city lacking of interesting large tourist attractions and activities apart from the Mid-Summer Ghost Festival and the night market. In fact, the reason why Keelung’s tourism development is falling behind is because Keelung fails to make good use of its mountain and ocean resources. Therefore, the government proposes the idea to enhance local characteristics and plans by establishing fishing and mineral museums, recreational agricultural resort centers, ancient fort displays, wharf warehouse displays and food courts. Besides, the government continues to promote the construction of the NMMST, the marine education and recreational park, the free trade harbor district, Jhongjheng Park reconstruction and the promotion of local industries and seafood in the hope of attracting tourists to Keelung.

With regard to tourism resource development, the government has actively strived for the inclusion of the sea shore from Wai-Mu-Shan to the borderline of Taipei County into the North Coast and Guanyinshan National Scenic Area, rezoning the Wai-Mu-Shan coast and Lover’s Lake district as a scenic area, the investment of the Lover’s Lake corridor, sightseeing gondolas, Nuannuan scenic area transformation and the reconstruction of the Hoping Island tourist information center.

The government will actively support (1) marine science and technology: developing a marine science and technology tour of the coastline east of the Keelung harbor including the Hoping Island Park, the Fisheries Research Institute, the National Taiwan Ocean University, Fishermen’s Association and the NMMST; (2) little Kenting in Waimushan: improving facilities for the Dawulun beach area to create a recreational resort; (3) night lighting: improving the night lighting in scenic areas; (4) improving the Keelung Islet tourist information center: providing data on natural landscape and eco-culture for better services; (5) development and eco-tourism for the three northern islets: this project has been included in the coastal area planning. In addition to developing tourism resources, the government also advances the development of recreational farming and fishing and continues to organize tourism events such as the evaluation of Keelung’s specialty, B&Bs, tourist activities (the Navigation Festival, canoe competition, sailboat competition, squid season, Wai-Mu-Shan swimming, sand sculpting for family, eco-trail tours, Keelung Islet Lily Festival, Keelung Harbor tourist flagship program and Mid-Summer Ghost Festival & Art Carnival), and beauty and sightseeing package tours.
