4. Promoting Industrial Development Strategies and Upgrading Local Industries
As stated above, Keelung is currently on a transitional phase, and the driving force of the next phase relies on industrial upgrading to bring about growth and prosperity to Keelung. Consequently, my administration and I must work on promoting industrial development strategies and creating an employment environment featuring both quality and quantity.

With regard to industrial development strategies, the government has proposed an idea of integrating industries with tourist resource management. We will work progressively towards: (1) creating an international and exquisite harbor city; (2) improving the local culture and industries; (3) the overall development of the tourism and recreational industries; (4) establishing the third industrial district; (5) attracting high-tech manufacturers; (6) advising the central government open three direct links for a more prosperous harbor city; (7) implementing commercial zone construction and revitalizing the economy; (8) encouraging private participation in public construction and private investment; and (9) overall traffic planning and revitalizing the transportation industry. Governmental and private resources will be integrated to form matching plans in the hope of upgrading local industries and recreating a prosperous harbor city.

In addition, with regard to increasing job opportunities and business investment, the Business Attraction Promoting Group, Economic Development Promoting Group and Private Participation in Public Construction Promoting Group in the government obtained certain performances in spite of the inferior environment, including investment and factory establishment from Shenhong Distribution, Panram International Corp., Yih-Yuan Food Additives Chemical Industrial Co., CTE Corporation and Universal Microwave Technology Inc., as well as private participation on the ash disposal site and the swimming pools in Jhongjheng Park and Baifu Park. Currently, there are ongoing investment projects of the Spring Cinema Galaxy, the Lover’s Lake tourist corridor and the Northern Taiwan Science-based Industrial Park.

In order to improve Keelung’s investment environment and industrial upgrading, the government has completed an investigation project on the industrial investment environment and business attraction strategies, which serve as a reference for industrial development strategies. In addition, the government will actively assist the transformation of the Liudu and Dawulun Industrial Parks, and set up a new vision for their development. Specific practices include:
4.1
Transforming the Liudu Industrial Park as a precision industry center: maintaining the current zoning, assisting factories to eliminate investment obstacles, providing a quality investment environment, providing preferential tax treatments and attracting the precision industry to establish factories.
4.2
Transforming the Dawulun Industrial Park as an industrial tourism center: improving the park’s environmental landscape, guiding the factories to transform into tourist factories, increasing parking spaces and promoting the “Factory Tours” activity. Currently, the government is assisting the transformation of E Tai Enterprise Co. LTD., Radiant Foods and Stanley Glass Group.
In addition, in order to improve the local business environment, the government has submitted a “Township Shopping Arcade Reengineering: Shopping Arcade along the Keelung Harbor Project” to the Ministry of Economic Affairs for funding support. The government also assists the seaweed industry and its related partner companies to participate in the “Project of Assisting Local, Transitional, Special Industries to Improve, and Promoting Development of Community Small Enterprises.” Besides, in order to popularize the city’s specialty goods and the oceanic culture, a “2007 Keelung Specialty Event” “2007 Keelung Local Specialties Gift Event” has been arranged in the hope that people’s participation can help discover and propagate the city’s specialty. Finally, we will collaborate with the National Taiwan Ocean University and marine science and technology research institutes for the R&D of aquatic technological products, and the government will support leisure-tourism agriculture in Maling and Yourui, Cidu to transform the local agricultural and fishing industries to be refinement-oriented.

5. Access Road Completion for Better Regional Transportation
Well-planned traffic lines are instrumental to a city’s vehicle movement. Hence, a sound traffic system is regarded as the most important indicator of an advanced city. In this speed-and-efficiency-first era, traffic is a city’s pivotal lifeline, and a dynamic city is characterized by a convenient traffic network. However, it is known that Keelung is restricted by its geographic environment, and there was no sophisticated planning at the early stage of urban development, so the cost and difficulty of construction are fairly high. In the face of this severe challenge, the city government is determined to plan and promote traffic construction in the hope of providing a convenient traffic network, improving traffic quality and achieving the vision of “safe and convenient traffic.”

The main targets in the traffic blueprint include (1) a sound traffic network; (2) improving accident-prone locations; (3) making better use of roadside land and parking planning; and (4) providing a safe traffic environment. Specific practices include the construction of Nanyue Tunnel, mass transportation, sightseeing gondolas, access roads, hill roads, the introduction of modern traffic technology, a dedicated road for the NMMST, encouraging private investment in parking lot construction and the promotion of the light rail project (inclusive of the East One, East Two, West One and West Two lines.) The government will actively implement the above-mentioned projects.

Currently, the government is actively promoting all kinds of transportation projects such as the Wanruei Freeway access road connecting the Shenaokeng ramp and the NMMST, the road expansion of the Wanruei Freeway Dapu ramp, Dahua First Road and Dahua Second Road, the east coast access road, broadband construction, the living community road system, the east hill road, the Wanli bypass road on the Wanruei Freeway, 40-meter Zhongshan First Road and Zhongshan Second Road, eight-meter Xinglong Road, Yuemei Road expansion, the Nuannuan-Wudu access road and the Keelung section of Taierbing Jifu Highway, Zhengxin Tunnel and road improvement around the fruit and vegetable market. Besides, the feasibility of the light rail system construction plan has been evaluated, and the underway preferential route planning and the environmental evaluation of the route will serve as the master plan for the light rail system.

With regard to parking lot construction, the government will continue the implementation of ongoing projects, check idle land in all districts for temporary parking lots and make effective use of roadside land for parking. With the implementation of these programs and future traffic planning, a convenient traffic network which will solve the current traffic problems can be expected soon.
In addition to hardware construction, the government has commissioned a professional institution to reformulate a transportation policy. The institution has finished a White Paper on Keelung’s traffic planning which proposes improvement advice on software and hardware construction. With the White Paper serving as a reference for future traffic construction planning and software construction implementation, I believe that I’ll be able to considerably improve the city’s traffic during my term of duty.
